GREAT YELDHAM PARISH COUNCIL.

MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 7TH APRIL 2005.


Present were:- Mr Cumaranatunge. (Chairman.), Mr D. Gray, Mr M. Wood, Mr R. Francis, Mrs P. Slimming, Mrs B. McNeill.

In attendance:- County Councillor Mr D. Finch. Mr R. Liming, Clerk to the Parish Council. Five members of the public.


909. Apologies for absence were received from Miss S. Smith. Mr T. Ellis. Mr B. Sargeant. Mr N. McCrea.

910. MINUTES. Mrs B. McNeill challenged minute no 905 of the meeting held on March 3rd 2005 which stated that she had interrupted the meeting without the authority of the chairman, but that in fact, she had received the consent of the chairman to speak.
The Clerk reminded Mrs McNeill that the Chairman had requested her to be silent, to which she had replied, 'I will not'.
Members then confirmed the minutes as a correct record
It was then requested by members that a record of Mrs McNeills objection be attached to the minutes.

911. CORRESPONDENCE.
Members considered an invitation from Braintree District Council Pest Control to renew contract no 2005/2006, Play Area and Sections Of the River Bank, at a cost of £185. 06. It was resolved by members that the contract be terminated and that B.D.C. be informed. Members were informed of a letter received from B.D.C. informing the Parish Council of the withdrawal of Planning Application no 05/00186/FUL. Doctors Surgery.

B.D.C. informed the Parish Council that the Garden Waste Collection service from Church Fields would now continue until November 2005.

912. PLANNING APPLICATIONS.
Application No 05/00627/FUL. Second Storey Extension, No 8, Little Hyde Close, Great Yeldham was considered by members. No objections were recorded from members.

913. DISABILITY DISCRIMATION ACT.
The Clerk informed members that he had attended a meeting at Causeway House, B.D.C. on the evening of 21st March when the subject of Play Areas & Equipment and the Disability Discrimination Act were an agenda item.

Because of the intended stricter enforcement of this law, Mr Malcolm Webb- Community Development Officer, Essex Playing Fields Association, advised the meeting that they would be well advised to, 1, address the problem as an agenda item. 2. to suggest members to resolve that intention of positive action be taken and recorded in the minutes.
Members considered Mr Webbs advice and it was then resolved that the Clerk should contact Mrs R. Caton, Project Manager, Essex Disability Access Services Ltd and obtain estimates for Access Audits to the Recreation Ground, the Burial Ground and the Play Area. Members also requested that guidance on funding for these projects be obtained from The Essex Environmental Trust.

914. Accounts for payment were considered for payment and authorised by members

915. It was resolved by members that a Licence Fee of approximately £50.00 for the use of an Ordance Survey Map, to be used in the Village Plan presentation, be paid from funds received from the Rural Community Council of Essex.

916. Following discussion on the withdrawal of the Planning Application for a Doctors surgery at Whitlock Drive, Great Yeldham, members decided that no decision was required

Members were informed that the meeting in May 2005 will now take place on Thursday 12th at 7.30 pm.

The Chairman closed the meeting at 21.55hrs.
