Minutes of the Great Yeldham Parish Council meeting held on 3rd November 2005.
Present were:- Mr M Wood. (Chairman), Mrs P Slimming. (Vice Chairman), Mrs M. Baker, Mrs B. McNeill, Mr I. Spencer, Mr R. Francis, Mr C. Cumaranatunge, Mr B. Sargeant.

In attendance were:- Mr. R. Liming. Clerk to the Parish Council.

Apologies for absence:- Mr D. Dyson. County Councillor Mr. D. Finch District Councillor, Mr Nigel McCrea

Before commencement of the meeting the Chairman invited Mr Claydon, representing the Environment Agency, to give an explanation of the work that has now been completed in the Halstead area with the intention of preventing flooding in the town of Halstead in the future. A most interesting and detailed account of the workings of the River Colne together with the possibilities and improbabilities of future flooding in the Great Yeldham area followed.


984. No Declarations of interest were recorded by members.

985. The minutes of the meeting held on 6th October 2005 were confirmed as a correct record.

986. Planning Applications. Application No 05/01693/COU (Consultation only) together with Application No 05/02066/Ful (Consultation only) were considered by members. No objections were recorded.

987 Correspondence.
Letters addressed to the Parish Council, containing matters of interest to members were read to the meeting and referred for filing when required.

988. Neighbourhood Watch.
Members considered a letter, received from Mr C. Steward, requesting support by way of a small contribution, to help in the formation of an active N/H Watch team in the village.

Mr Cumaranatunge expressed the view that he thought the money would be wasted as experience from the past had proved that the public had a very negative attitude towards the Neighbourhood Watch. Members discussed the contents of the letter and voted 7 to 1 in favour of a Grant of £60.00. The Clerk to contact Mr Steward.

989. Burial Ground.
Revised fees for internment in the Great Yeldham Burial were considered by Members.

It was then agreed that the new charges should apply from 1st December 2005.
Copies of the proposed costs can be obtained from the clerk.

990. Parish Rangers.
Mrs Slimming informed members of a meeting held on the 12th October, that gave an update on the formation of the Parish Ranger Team for the area. The £50,000.00 required to fund the project had been obtained from a B.D.C. under-spend and would not be automatically repeated. Therefore the Parish Rangers had until March 2006 to prove their worth.

The Parish Council declared its intention to invite Parish Ranger Mr J. Krischock to a Parish meeting.

Great Yeldham will be in area 3 and Mr John Krischock the representative Parish Ranger. Tele:- 0797 0993655

991. Village Christmas Decorations.
Mrs P. Slimming requested members to support the proposal that a Christmas Tree, with lights, be placed outside of the Reading Room for the Christmas period. Members considered the idea but concluded that the risk factor involved would not be covered by the Parish Council insurance. It was then proposed that the idea be passed on to the Reading Room Committee for them to consider having lights inside the building and that the Parish Council contribute a small amount towards costs.

992. Parish Council Web Site.
The Chairman reported to the meeting that in accordance with the Parish Plan, a Parish Council Web-Site had been compiled and installed on the Parish Councils computer, using Tiscali Business Broadband. The costs involved were within the 2005/2006 precept for Office equipment. Members approved the progress that had been made together with the costs involved.

993. Accounts for payment were considered by members and passed for payment.
