Minutes of the Great Yeldham Parish Council meeting held on January 5th 2006.
Present were: Mr. M. Wood. (Chairman), Mrs. P. Slimming. (Vice Chairman), Mrs . B. McNeill, Mr. D. Dyson, Mr. C. Cumaranatunge, Mr. R. Francis, Mr. B. Sargeant.

In attendance: Mr. R. Liming. Clerk to the Parish Council.

Apologies for absence: Mrs. M. Baker, Mr. I. Spencer, Mr. D. Finch ( County Councillor).

Before commencement of the meeting the Chairman invited Mrs. B. McNeill to inform the meeting of the progress being made by the recently revitalised Neighbourhood Watch.
Mrs. McNeill firstly referred to the current outbreak of mindless vandalism being experienced in the village. The Neighbourhood Watch has been able to successfully bring a number of incidents to the attention of the Police who are now able to prioritise occurrences in the village. Mrs McNeill also pointed out the importance of reporting every crime and obtaining incident numbers.


1001. Declarations of interest.
No Declarations of interest were recorded by members.

1002. Minutes of the previous meeting.
The minutes of the December meeting were agreed as a correct record by members.

1003. Correspondence.
Letters addressed to the Parish Council containing matters of interest to members were read to the meeting and referred for filing when required.

1004. Planning Applications.
Application No 05/02520/FUL. Proposed two storey dwelling with associated garaging and new vehicular access. Westwoods, North Road, Great Yeldham.
No objections were registered by members.

After discussion, members decided that in the case of an application for planning permission being received in between Parish Council meeting dates and a comment being required by the B.D.C. for their own planning meeting, the Clerk will in future contact any three members in order to comply with the required return-by date.

1005. Precept 2006/7.
The final Precept figure of £24,203.00 was approved by members for submission to Braintree District Council.

1006. Influenza Pandemic.
A letter received from Braintree District Council warning of a possible Influenza Pandemic together with an advisory course of action to be taken by individuals was circulated to members. Members noted the letter and expressed the hope that action will not be required.

1007. Bus Shelter.
After considering quotations for the repair of the existing Bus Shelter, members thought that it might prove better value to consider buying a new shelter. The Clerk was then instructed to gather information on costs and possible help in funding from the Essex County Council. All information to be to be available for the February meeting.

1008. Annual Audit.
The Clerk informed the meeting that the Annual Return had been completed to the satisfaction of the Auditor and that a Notice of Conclusion of Audit and a right to inspect the Annual Return had been displayed on the Village notice Board.

1009. Accounts for payment.
Accounts for payment were considered by members and passed for payment.
