MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 1st FEBRUARY 2007.

Present were: Mr. M. Wood. (Chairman), Mrs. P. Slimming (Vice Chairman), Mrs. B. McNeill, Mrs. M. Baker, Mr. D. Dyson, Mr. R. Francis, Mr. B. Sargeant.

In attendance:- Mr. R. Liming Clerk to the Parish Council, County Councillor Mr. D. Finch. District Councillor Mr. Nigel G. McCrea.


2020. Apologies for absence.
Received from Mr. I. Spencer. Mr. C. Cumaranatunge.

2021. Declarations of interest from members.
None received.

2022. Confirmation of minutes.
The minutes of the meeting held on Thursday 7th December 2006 were confirmed as a correct Record.

2023. Planning Applications.
A letter received from a local resident, who had enclosed name and address, was read to Members. The resident expressed concern that a residential property in Butlers way was being used for business purposes. Members instructed the clerk to inform the Planning department Braintree District Council.

Application No 07/00134/Ful. Potters Hall Cottages. CO9 4HG. Rear/ Side Extension.
No objections from members.

Application No 07/00128/FUL. Proposed New dwelling on land rear of 5 Butlers Way, Great Yeldham.
Members wished to oppose this application because of the undesirable effect it would have on a vital storm drain, the inadequate car parking provision on the site leading to roadside parking on a dangerous junction.

2024. Correspondence.
Advisory letters addressed to the Parish Council were read to members and referred for filing when required.

2025. Yeldham Glades Burial Ground.
The Chairman reported on the continuing progress with this project and asked for the members approval for quotations received from contractors.
A quotation received from B.D.C. to cut the grass area. £160.00. Members approved.
Two quotations received for the supply and planting of various types of tree King & Co Tree Nursey. To supply and plant all trees and shrubs. £550.00+ VAT.
Spains Hall Forest Nursery. To supply and plant all trees and scrubs, £891.00 + VAT.

Members voted in favour of the Kings quotation and instructed the clerk to place the order. A letter of thanks to Spains Hall for their quotation was requested. A copy of general rules and administration of the project, as agreed with members, will be circulated with the draft minutes.

It was resovled by members that a Register of Public Graves in Unconsecrated Ground be purchased from Shaw & Son Ltd for the sum of £179.00 + VAT.

2026. Playground Refurbishment.
Mrs Slimming reported to the meeting that the Community Initiatives Fund 2006/2007, had awarded Great Yeldham Parish Council £15,000.00 towards a new play area. This together with the £5000.00 matched funding from the 2007/2008 precept would make a good start towards the required £40,000. Mrs Slimming agreed to lead the organisation of the project.

2027. Footpaths.
The clerk was instructed to contact Mrs. L. Cross, the E.C.C.Footpaths Officer and request the emergency repair work for the footpath to the rear of ‘Change House’, and that the Parish Council obtain a quotation for more permanent work to be completed in the 2007/2008 year. Since the meeting the path has dried up and the emergency work will be put on hold.

2028. Accounts for payment were approved for payment by members.
