| MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 1st March 2007. Present were: Mr. M. Wood. (Chairman), Mrs. P. Slimming (Vice Chairman), Mrs. B. McNeill, Mrs. M. Baker, Mr. D. Dyson, Mr. B. Sargeant. In attendance:- Mr. R. Liming Clerk to the Parish Council. DRAFT MINUTES SUBJECT TO APPROVAL AT THE NEXT MEETING 2029. Apologies for absence. Received from Mr. R. Francis, Mr. I. Spencer. County Councillor Mr. D. Finch. District Councillor Mr. N. McCrea. 2030, Declarations of interest: None received. 2031. Confirmation of minutes. The minutes of the meeting held on Thursday 1st Feb: 2007 were confirmed as a correct record. 2032. Planning Applications. Application 07/00211/COU. Change of use of outbuilding from storage/play- house to hairdressing salon from home. After consideration members wished to record that they oppose this application in that it was thought to be inappropriate development in a residential area. There would be a loss of privacy for the residents of No 26 Butlers Way. There is a complete lack of off street parking. It could create a precedent and permit an expansion of small retail units in a recognized residential area. 2033. Correspondence. Advisory letters addressed to the Parish Council were read to members and referred for filing when required. 2034. Burial Ground and Woodland Glades. Members authorised the purchase of one litter bin together with a new notice board. Estimated cost £770.00 + VAT 2036. To consider advice received from E.A.L.C. concerning amendments to Standing Orders. Further to an enquiry from a member of the Parish Council relating to amendments to Standing Orders leading to the possible exclusion of another member, the following reply has been received from E.A.L.C. “After seeking guidance from the NALC Legal Team, I confirm that we are unable to find a power which would permit this Council to exclude a Member. If the council take this action I would expect the action to be ‘Ultra Vires’ or outside the law. I therefore reaffirm my opinion that the matter can only be addressed through Standing Order or by ‘Standards Board for England’.” The Chairman recommended that members accepted the advice. 2037. Accounts for payment were approved for payment by members. |
