MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 5th April 2007.

Present were: Mr. M. Wood. (Chairman), Mrs. P. Slimming (Vice Chairman), Mrs. M. Baker, Mr. R. Francis, Mr. D. Dyson, Mr. C. Cumaranatunge.

In attendance: Mr. Nigel G. McCrea, District Councillor, Mr. R. Liming Clerk to the Parish Council.


2038. Apologies for absence.
Mr. D. Finch, Mr B. Sargeant, Mr I. Spencer.

2039. Declarations of interest:

None received from members.

2040. To confirmation the minutes of the meeting held 1 March 2007.

The minutes were confirmed as a correct record by members.

2041. Planning Applications.

Application No 07/00638/FUL. No objections from Parish Council.

Notification from Braintree District Council of refused applications.
Applications 07/00128/Ful. 07/0021/COU. 07/00409/FUL. 07/00181/Ful. have been refused.

2042. Correspondence.

The Chairman informed the meeting of the resignation of Mrs B. McNeill and expressed his regret at her decision.

Mr Cumaranatunge reminded the meeting that this was the second time Mrs. McNeill had resigned and requested a copy of the letter.

A letter from B.D.C. relating to Street Trading Policy was read to members and the clerk was instructed to obtain further information from Environmental Health at B.D.C.

A letter received from a resident of Butlers Way , requesting that the barriers at the Leather Lane end of the footpath leading to Butlers Way, be partly removed in order to allow improved access for Invalid Buggies, was read to the meeting. Members agreed that this was a necessary requirement and instructed the clerk to write to Highways for information.

2043. Burial Ground and Woodland Glades.

Members agreed that a further sum of money from the donated £5000.00 be spent in having the intended grave location grid system prepared.

2044. Purchase of new road Salt Bin for Whitlock Drive, costing of £159.19 was approved by members. The exact location to be decided.

2045. Leather Lane Road Flooding.

Mr Cumaranatunge requesed that the recent recurring flooding in Leather Lane be yet again be brought to the attention of E.C.C. Member Mr. D. Finch. The clerk was instructed to contact Mr. Finch.

2046. Police Report.

Mr Cumaranatunge reported to the meeting his grave concern at recent events relating to younger members of the community. In certain areas Mr Cumaranatunge thought that crime was not being dealt with in a way in which the matter could be brought to a conclusion and that the system in place at the moment could only lead to repetitive crime.

2047. The Parish Magazine

The editor, Mr G. Slimming, reported that the printing and distribution of the magazine was now working satisfactorily.

2048. Quotations for contract grass cutting in sections of the village from Mr Shears for a period of three years were accepted by members.

Quotations for Burial Ground maintenance and grass cutting for a three year period were accepted by members.

2049. Accounts for payment were approved for payment by members.
