MINUTES of the ANNUAL GENERAL MEETING of the GREAT YELDHAM PARISH COUNCIL held in the Reading Room, Great Yeldham on Thursday 10th May 2007. Present were :- Mr. M. Wood. (Chairman), Mrs. P Slimming. (Vice Chairman), Mr. B Sargeant, Mr. I Spencer, Mr. R Francis, Mr. D Dyson, Mr. C Cumaranatunge, Mr. J Beckett. In attendance:- Mr. D Finch. (County Councillor), Mr. Nigel G McCrea. (District Councillor), Mr. R Liming. Clerk to the Parish Council. Apologies for absence:- Ms. M Baker. Mr. R May. Declarations of interest in Agenda Items.:- None received. Questions from members of the public:- None received. DRAFT MINUTES SUBJECT TO CONFIRMATION AT THE NEXT ANNUAL GENERAL MEETING The Chairman welcomed Mr. J Beckett, a newly appointed member, to the Parish Council. 2050. Election of Chairman. It was a unanimous decision of the Parish Council that Mrs. P Slimming be elected as Chairman of the Great Yeldham Parish Council. Mrs. Slimming accepted the nomination and then signed the Declaration Of Acceptance Of Office. 2051. Election of Vice Chairman.
Mr Dyson proposed Mr Cumaranatunge, seconded by Mr J. Beckett. 2052 Representatives to outside bodies.

Proposal Two:
Voting was recorded as Three to Two in favour of Mr Cumaranatunge:- Elected four being Mr Becket, Mr Dyson,
Mr Cumaranatunge and Mr Sargeant. Four Trustees for Great Yeldham United Charities.
Nominated:- Mr I. Spencer, Mr D. Dyson, Mr C. Cumaranatunge, Mr R. Francis. Four Trustees for Education Foundation.

Mrs P. Slimming. 2053. County Councillor's report:- At the request of County Councillor Mr D. Finch his report was moved from item 18 on the agenda no 6. Refer attached report. 2054. District Councillor's report:- At the request of District Councillor Mr Nigel G. McCrea his report was moved from item no 19 on the agenda to no 7. Refer attached report. 2055. Adoption of Code of Conduct:- The Chairman reminded all members of their duty to register any interests required to be registered under paragraphs 2& 13 of the Code of Conduct, and their duty under paragraph 14 of the Code of Conduct to provide notification to the monitoring officer within 28 days of becoming aware of changes. Reference in this item to the Code of Conduct means the revised Code of Conduct, including paragraph 12(2), before Parliament on April 4th 2007/ The Local Authorities Modal Code of Conduct. Order 2007-S1 2007 No 1159 and coming into force on 3rd May 2007. The revised Code of Conduct, (as above) was unanimously adopted by the Great Yeldham Parish Council. 2056. Adoption of Standing Orders:- The revised July (2003) National Local Councils Standing Orders were unanimously adopted for the year 2007/2008. 2057. Adoption of Financial Regulations:- The National Association of Local Councils revised January 2004 Financial regulations were unanimously adopted for the year 2007/2008. 2058. Delegation of power to clerk for planning consultation:- It was unanimously agreed by members that the clerk could consult any three members in order to archive a decision on planning documents out of sequence with the planning meetings at Braintree District Council.

The minutes of the meeting held on April 5th 2007 were approved as a correct record.
2060.
To review pay & conditions of employees. The only employee being the clerk, it was confirmed that the clerks salary was within the guidelines of the E.A.L.C. 2061. To receive questions from councillors. None received. 2062. Braintree District Council Street Scene partnership. It was unanimously agreed by members that the contract be signed by the Chairman and returned to Braintree District Council. 2063 Correspondence received by the Parish Council.
The Chairman read a letter received from Richard and Jenny Caink, stating that they would be leaving the village
in the near future and wished to return items of equipment used for village cleaning. It was proposed by members that the clerk write a letter of thanks together with an a appropriate gift from the Parish Council for the magnificent contribution to the local community that they had made. The clerk was authorised to spend £50.00 A letter received from Mr J. Schroeder, The Crazy Boar, North End was read by the Chairman relating to street advertising throughout the village. The Parish Council were firmly against this type of random advertising and instructed the clerk to contact the Braintree District Council enforcement officer to have any signs removed. A letter received from Mr Townsend. 2 Whitlock Drive was read to the meeting. The letter contained information on covenants related to the intended Doctors Surgery. The clerk informed members that the letter from Mr Townsend had been passed to Birkett Long who in reply had stated that they had a copy of the documents but could not say that they were restrictive in any way. It was resolved by members that in order to avoid further costs to the Parish Council. No further action will be taken in investigating the covenants. A letter from Mr. A Duthie , protesting at the spate of advertising signs for the Crazy Boar being Fly Posted in areas of the village was read to the meeting. Mr Duthies protest was noted by the Chairman who then instructed the clerk to inform Mr Duthies that the matter was in hand. 2063. Planning Applications:- Application No 07/00849/Ful.
Extension and alteration of existing building to provide secure storage for materials and plant and associated
accommodation at old Water Treatment Works, Great Yeldham. Application No 07/00915.
