MINUTES of the MEETING of the GREAT YELDHAM PARISH COUNCIL

held in the Reading Room, Great Yeldham on Thursday 6th September 2007.

Present were:- Mrs. P Slimming (Chairman), Ms. M Baker (Vice Chairman), Mr. B Sargeant, Mr. D Dyson, Mr. C Cumaranatunge, Mr. R Francis, Mr. R May, Mr. J Beckett.

In attendance :- Mr. R Liming Clerk to the Parish Council.

Apologies for absence:- Mr. I Spencer. District Councillor. Mr. N. McCrae. County Councillor. Mr. D Finch.


1093. Declarations of interest. Ms. M. Baker declared an interest in Agenda item 8. To renew Planning Permission for car parking in Whitlocks Drive.

1094. The minutes of the meeting held on July 5th 2007 were confirmed as a correct record.

1095. Correspondence received by Parish Council. Members were made aware of information letters which were then referred for Filing.

1096. Planning Applications.
Application No 07/01765/FUL.
Alterations to Fear God House. Demolition of existing outbuilding, moving Hair salon to High Street position, demolition of existing hair salon and Construction of 2 no dwellings.
No objections from members,

Planning Application No 07/01623/ FUL.
Erection of 2 no. linked detached dwellings and vehicular access. Members expressed concern that the intended exit to the roadway from the dwellings was exactly opposite the entrance roadway to the Croft. Should any vehicles be permitted to park on the roadway outside of the dwellings then a possibly dangerous situation could be created by obstructing the entry and exit to the Croft.
Members instructed the Clerk to write to both the Highways and Planning and express their concern.

Braintree Local Development Framework Site Allocations Requests.
A letter from Mrs. S. Green, of B.D.C. requesting information of any land that the Parish Council may wish to have considered for development during the period to 2025 was read to members.
Members instructed the clerk to renew the existing details with B.D.C relating to Nuns Walk Field and the agreement with Gray & Dale Farms and linked to Bowtells Meadow.

1097. Parish Magazine Income.
Members were advised that because of a fall in advertising income for the year 2007/ 2008 a possible shortfall of £1400.00 in production costs must be expected.

1098. Fly Posting in the village.
Members discussed at length the problem of Fly Posting throughout the village. The clerk informed the meeting that he had repeatedly requested the Braintree District Council enforcement Officer to issue a restraint order against an identified consistent offender.
The officer had repeatedly refused to undertake any such action but had referred him to the Quick Action Clean Up Team.
The Enforcement Officer had stated that the Action Team could, in this case, only act with his authority when removing items from what they thought might be private land.
It was then proposed and seconded that the clerk write to the Officer in charge of Planning, expressing the Parish Council's concern and frustration and requesting that a date be given to them, stating when the enforcement order issued on the 25.4.07, ref: no Q7/0015/ADV3 will be enforced.

1099. Request from Reading Room Trustees to renew expired Planning permission (application no 01/0227/FUL for 23 car spaces to the side of the green at Whitlocks Drive.
The chairman of the Reading Room Trustees explained to the meeting that the land opposite the Post Office was owned by the County Council and was not available in an official capacity for car parking.
Members agreed with the request subject to the number of parking spaces being constructed not exceeding 23 in number.

1100. Accounts for Payment were approved by members.
