MINUTES of the ANNUAL GENERAL MEETING of the GREAT YELDHAM PARISH COUNCIL

held in the Reading Room, Great Yeldham on Thursday 1st May 2008.

Present were:- Mrs P. Slimming (Chairman), Ms. M. Baker (Vice Chairman), Mr. B. Sargeant, Mr. R. Francis, Mr. I. Spencer, Mr. C. Cumaranatunge, Mr. J. Beckett, Mr. R. May, Mr. D. Dyson.

In attendance :- County Councillor Mr. D. Finch, District Councillor Mr. N. McCrea.
Mr. R. Liming, Clerk to the Parish Council.

Apologies for absence:- None received from members.


2154. ELECTION of CHAIRMAN.
Mrs P. Slimming was elected as Chairman by a majority vote for the year 2008/2009. Mrs Slimming accepted the nomination and signed the Declaration of Acceptance of Office.

2155. ELECTION of VICE CHAIRMAN.
Ms. M. Baker was elected by a majority vote to the office of Vice Chairman and signed the Declaration of Acceptance of Office.

2156. PART 111 LOCAL GOVERNMENT ACT 2000 ETHICAL FRAMEWORK.
Members were reminded of their duty to register any interests required to be registered under paragraphs 2 & 13 of the code of conduct.

2157. ADOPTION of E.A.L.C. STANDING ORDERS.
The revised (July 2003) National Association of Local Councils Standing Orders were adopted for the year 2008/2009.

2158. ADOPTION of FINANCIAL REGULATIONS.
The National Association of Local Councils (Revised January 2004) Financial Regulations were adopted for the year 2008/2009.

2159. REPRESENTATIVES to OUTSIDE BODIES

Sports Ground Committee:
Mr. I. Spencer, Mr. R. Francis, Mr. B. Sargeant, Mr. R. May and Ms. M. Baker were elected for the year 2008/2009.

Reading Room Trustees. Four year term of office.

United Charities Committee. Four year term of office.

Education Foundation Committee. Mr. R. Francis, Mr. R. May were elected for the year 2008/9. Chairman of the Parish Council to be ex-officio on all committees.

2160. PLANNING APPLICATIONS.
Members delegated power for the Clerk to consult any three members of the Parish Council in order to achieve a decision on Planning Documents out of sequence with planning meetings.
