MINUTES of the MEETING of the GREAT YELDHAM PARISH COUNCIL held in the Reading Room, Great Yeldham on Thursday 5th February 2009. Present were: Mrs P. Slimming (Chairman), Mr. C. Cumaranatunge (Vice Chairman), Mr. B Sargeant, Mr D. Dyson, Mr J. Beckett, Mr R. May. In attendance: Mr. R. Liming, Clerk to the Parish Council. Apologies for absence: District Councillor Mr. Nigel McCrea. 2119. Declarations of interest on agenda items. One received from Mrs P. Slimming who informed the meeting that her husband was the editor of the village magazine, and that she would be contributing to the agenda item on the future of the magazine later that evening.
2120. Minutes. 2121. Freedom of information Act. The Parish Council adopted the Freedom of information Act with effect from 1st Jan 2009. 2122. Occupational Safety and Health Regulations relating to the Burial Ground, Great Yeldham. A risk assessment. Outlining the possible dangers to the public when visiting the burial ground was referred to members by the chairman. The report pointed out the dangers of small garden areas positioned in front of headstones. The gardens contained plastic surrounds, glass jars, small statues, plastic wreaths and flowers containing wire, together with other breakable objects. It was then proposed and agreed by members that the small garden areas should be allowed to remain, but with very strict controls, to be enforced by an amended list of rules, to be approved at the March meeting of the Parish Council. 2123. Parish Magazine. Members considered a letter received from the Little Yeldham Parish Council requesting that, because of delayed delivery times together with poor quality printing, an alternative printer should be considered. An alternative printer was suggested and it was then proposed by members that the existing editor together with the Clerk should investigate the matter further and present their findings to the March meeting of the Parish Council.
2124. Correspondence received by the Parish Council. A letter received from Mr Phillip Rawlinson, representing the Reading Room Committee, requested the support of the Parish Council towards the costs of replacement windows in the Reading Room.
A letter expressing thanks from the grateful organisers, to the Parish Council for their donation towards the 2008 Childrens party was read to the meeting. Correspondence relating to information and future dates were read to members and referred for filing when appropriate. 2125. Planning applications received for comment. The appointment of a new tree warden for the Great Yeldham area has been filled by Councillor Mr. J. Beckett. 2126. Members authorised the purchase of a Grave Plot record book for the Burial Ground. Costing £95.36. 2127. Members authorised the purchase of one new litter bin. Costing £227 + VAT. 2128. Accounts for payment. Members approved accounts for payment for the month of January 2009. 2129. To appoint two new members to the Parish Council. The applicants were: Mrs Linda Cordell, 80 Highfields, Great Yeldham, Halstead, Essex. CO9 5Q8. Mr. Jason Oswald, 14 Whitlock Drive, Great Yeldham, Halstead, Essex. CO9 4EE. Mr. Stuart Hornsby, 7 Whitlock Drive, Great Yeldham, Halstead, Essex. CO9 4EE. The result for the first seat was: six councillors voted: five votes for Mrs Cordell, one vote for Mr Oswald. The result was Mrs. Cordell co-opted to the Parish Council. Result for the second seat between Mr Oswald and Mr Hornsby. Mr Hornsby withdrew from the co-option election. Mr Oswald was then co-opted with a vote of six to nil to the Great Yeldham Parish Council. 2130. Following the resignation of Mr R. Francis, Mr Hornsby and Mr Rawlinson expressed their interest in standing for the vacant seat. The meeting closed at 2120 hrs.
