MINUTES of the MEETING of the GREAT YELDHAM PARISH COUNCIL

held in the Reading Room, Great Yeldham on Thursday 5th March 2009.

Present were: Mrs P. Slimming (Chairman), Mr. C. Cumaranatunge (Vice Chairman), Mr. B Sargeant, Mr J. Beckett, Mrs L. Cordell, Mr. J. Oswald.

In attendance: Mr. R. Liming, Clerk to the Parish Council.

Apologies for absence: Mr. D. Dyson, Mr. R. May, County Councillor Mr. D. Finch, District Councillor Mr. N. McCrea.


2131. Declarations of interest.
Mrs P. Slimming declared an interest in agenda item 5, (her husband is the editor of the Parish Magazine).

2132. To confirm the minutes of the February meeting.
The minutes were confirmed as a correct record by all members.

2133. Burial Ground Rules A revised version of the Burial Ground Rules costs of internment, were approved by members.

2134. Change of use of Precept Funds. Members approved the transfer of £1,500.00 from the Precept emergency funding to increase the £500.00 in donations & grants to £2,000.00.

2135. The Village Magazine. Further to requests from Little Yeldham Parish Council to consider an alternative printer for the magazine, (minute 2123 of February meeting), it was resolved by members that the editor, Mr. G. Slimming together with the clerk, Mr. R. Liming, should visit the alternative printer suggested by Little Yeldham Parish Council and enquire about the offer of free printing made by him.

Councillor Mr. C. Cumaranatunge also attended this meeting. When questioned, the printer pointed out that his offer would only run for six months after which, if the expected income generated by a free full page advertisment on the back page of the magazine did not return the expected income return, he would withdraw the offer of free printing. He also pointed out that the format used between Mr. Slimming and the present printer would not be compatible with his method of printing. Following the meeting Mr. Slimming produced two discs containing revised programs and gave one to each printer to try. The existing printer successfully used the revised disc, attended the Parish Council meeting and informed members that subject to a few minor improvements, for which he offered help, he would be happy to continue the printing of the magazine.

Mr. Slimming was unable to attend the March Parish Council meeting but had written to the Parish Council informing them that he received an e-mail from the other printer to the effect that he no longer wished to honour the original offer or have anything to do with the printing of the magazine.

Members then voted in favour of continuing their contract with Paul Clark Printers Ltd and confirmed their confidence in both the editor and the printer.

2136. Correspondence received by the Parish Council.
A letter received from Mr S. Hornsby stated that, because of increased business commitments he would not be able to stand for the casual vacancy on the Parish Council.

Correspondence relating to information and future dates of importance were read to members and referred for filing when appropriate.

2137. Memorial Seat.
The Chairman request that members considered her proposal that the Parish Council, together with other supportive village groups, purchas a memorial seat, in memory of Lady Butler and place it in the Yelham Glades, overlooking the Spencers Estate. All members agreed with the proposal. The Parish Council contribution will be decided when all other donations are in.

2138. Casual Vacancy.
Mr P. Rawlinson was co-opted as a member of the Parish Council.

2139. Accounts for payment. Members approved accounts for payment for the month of February 2009.

To be in sequence these minute numbers should have 1000 added to them. Always quote month as well as number.
