MINUTES of the MEETING of the GREAT YELDHAM PARISH COUNCIL

The meeting was held in the Reading Room, Great Yeldham on Thursday 4th February 2010.

Present were:  Mrs P Slimming (Chairman), Mr C Cumaranatunge (Vice Chairman), Mr D Dyson, Mr P Rawlinson, Mrs L Cordell, Mr J Beckett.

In attendance:  Mr R Liming, Clerk to the Parish Council.

Apologies for absence: Mr R May. Mr J Oswald. County Councillor Mr David Finch. District Councillor Mr Nigel McRae


Question time.
A member of the public, Mr Peter Beverton, requested that a letter, sent by him to the Parish Council, be read to the meeting, and that the contained questions be answered. The Chairman informed him that the item would be discussed under correspondence received.

2315.  Declarations of Interest.
None received from members.

2316.  Minutes.
The minutes of the meeting held on December 3rd 2009 were confirmed as a correct record.

2317.  Correspondence Received by the Parish Council.
A letter received from Mr Peter Bevington requesting information on alternative sites for the Doctors Surgery.The Chairman explained that every possiible alternative site had been looked at without success. A copy of the Standing Orders together with the Planning Officer's report will be delivered to Mr Beverton.

Correspondence relating to information on future dates of importance were read to members, and referred for filing when appropriate.

2318. Planning Applications referred to the Parish Council.
Application No. 10/00021/FUL. Erection of new offices and workshop at old water works treatment site. No objections from members.

2319. Speed Watch - Its effect on Great Yeldham.
Councillor Rawlinson explained to the meeting the benefits to the village the operation could have. All volunteers will receive training from the Police and will be convered by its own insurance. Special clothing will be provided. The intention of the volunteer operators will be to make motorists aware that speed control operates in Great Yeldham. It was then proposed by Mr Dyson that the Parish Council pay the estimated costs of £180.00 for training together with the Village Hall hire costs. This was seconded by Mr Beckett. Members voted five to one in favour.

2320.  Flood Protection.
After viewing a sample Floodsax door sealer, members resolved to purchase ten packs. These will be used for emergency flooding. The cost will be within the £250.00 agreed by members.

2321.  Provision of larger salt sand bins
The clerk to contact Essex County Council Highways.

2322.  New Allotments at Stambourne.
A letter from Mr Andrew Drysdale, Dyers End, Stambourne requesting support from Great Yeldham Parish Council with his application to Braintree District Council to use a 3 acre site on the Stambourne - Finchingfield road for allotments. Members thought that the intended site would be within the range of Great Yeldham residents, and resolved to support the application when submitted to Braintree District Council.

2323.  Cottage Garden Society planter request.
Members gave their full support to a request from the Cottage Garden Society, giving the intended location of a planter they wished to install under the old oak tree in the centre of the village. The support would be subject to approval from ECC Highways.

2324.  A proposal from two village residents
Requesting support from the Parish Council in a village clean up was rejected by members. Councillor Rawlinson requested that the two residents should contact him and he would then, with their help, organize a village clean up.

2325.  Risk and Internal Controls.
Members requested more time to study the text of this document. It will now be included in the March agenda.

2326.  Printer.
It was resolved by members to lease from DNC Consultancy Ltd a laser printer at a cost of £38.00 per month.

2327.  Play Area.
It was resolved by members to accept the quotation of £887.26 from SMP for required work to the play area swings.

2328.  Accounts for Payment.
Accounts for payment were approved for payment.

 

To be in sequence these minute numbers should have 1000 added to them. Always quote month as well as number.
