MINUTES of the MEETING of the GREAT YELDHAM PARISH COUNCIL

The meeting was held in the Reading Room, Great Yeldham on Thursday 4th March 2010.

Present were:  Mrs P Slimming (Chairman), Mr C Cumaranatunge (Vice Chairman), Mrs L Cordell, Mr B Sergeant, Mr P Rawlinson, Mr D Dyson, Mr J Beckett, Mr J Oswald, Mr R May.

In attendance:  Mr R Liming, Clerk to the Parish Council.


2329.  Chairman's Greeting.
The Chairman welcomed seven members of the public to the meeting.

2330.  Apologies and reasons for Absence.
District Councillor Mr Nigel McRae.

2331.  Declarations of Interest.
None received from members.

2332.  Public participation session with respect to items on the agenda and other matters that are of mutual interest.
Mr Eschborn asked when the dedication service of the Lady Butler memorial seat located in Woodland Glades burial ground would be taking place. The Chair informed Mr Eschborn that the matter was proving difficult to organise a date agreeable to everyone. However, the matter was very much in hand.

Mrs Broomfield requested that the agenda be installed on the Parish Council Web Site before each meeting. The clerk will check to see if this is possible.

2333.  The Minutes of the Last Meeting of the Parish Council held on Thursday 4th February 2010.
The minutes were approved as a correct record.

2334.  Clerk's Report.
The clerk reported that he had met two members of the Environment Agency on the Leather Lane flood area when the road was in full flood. Immediate further action to ongoing works were promised in order to rectify the situation.

Members were reminded of the Cluster meeting to be held at Great Yeldham Reading Room on 15th April. The AGM will now be held on Thursday 13th May. This is because the Hall will be required on the 6th for the election.

2335.  Accounts for Inspection.
Accounts for the month of January 2010 were available to the meeting for inspection.

2336.  To review the Sports Ground Administration.
It was resolved by members to bring the administration of the Sports Ground under the control of the Parish Council, subject to agreement with the Charity Commissioners.

It was agreed by members that an order of procedure be established for members to consider at the April meeting.

2337.  Planning Applications.
Application No 10/0028/FUL Side and rear extensions to 32 Ridgewell Road, Great Yeldham. No objection from members.

2338.  Correspondence addressed to the Parish Council.
A letter received from Mr P Beverton, 8 Whitlock Drive, was read in full to the meeting. The letter contained a wide range of matters that were of concern to Mr Beverton, mainly over the location of the proposed Doctors Surgery. The Chairmen answered every question. The letter will be held on file.

A letter received from Mr M Wood expressing his concern over Parish Council Procedure was read in full to the meeting. Mr Wood's concerns were noted. Councillor Mr D. Dyson wished it to be recorded that the letter contained a number of inaccurate remarks. The letter will remain on file.

Dates of future meetings in the area were noted by members.

2339.  Estimate from ROSPA.
An estimate for the inspection of the play area for £90.00 was approved by members.

2340.  Internal Audit terms of reference and Internal Control Procedures.
The following procedures were adopted by members.

  One The fixed asset register including all assets previously recorded.
  Two Internal audit terms of reference & plan.
  Three Internal control procedures.
  Four Internal audit review checklist.
  Five Risk assessment checklist.

2341.  Matters to be raised by members for the next meeting.
Please note that no decision can lawfully be made under this item. LGA 1972 section 1210(b) states that business must be specified, therefore the council cannot lawfully raise these matters for a decision.

Councillor Rawlinson reported that the clean up the village team was in action, and requested more volunteers come forward. The speed reduction team are receiving instruction and will soon be in action.

2342.  Accounts for payment were approved for payment.

 

To be in sequence these minute numbers should have 1000 added to them. Always quote month as well as number.
