MINUTES of the MEETING of the GREAT YELDHAM PARISH COUNCIL

The meeting was held in the Reading Room, Great Yeldham on Thursday 1st April 2010.

Present were:  Mrs P Slimming (Chairman), Mr C Cumaranatunge (Vice Chairman), Mrs L Cordell, Mr B Sergeant, Mr P Rawlinson, Mr D Dyson, Mr J Beckett, Mr J Oswald, Mr R May.

In attendance:  Mr R Liming, Clerk to the Parish Council. County Councillor Mr D Finch


Before the meeting commenced, Councillor Finch gave an interesting update on the activities of the Essex County Council.

2343.  Chairman's Greeting.
The Chairman welcomed seven members of the public to the meeting.

2344.  Apologies and reasons for Absence.
District Councillor Mr Nigel McRae.

2345.  Declarations of Interest.
None received from members.

2346.  Public participation session with respect to items on the agenda and other matters that are of mutual interest.
Mr J Dunn requested that extra grass cuts be made in the Whitlock Drive area. Mr Dunn was informed that extra cuts will be made as required.

2347.  The Minutes of the Last Meeting of the Parish Council held on Thursday 5th March 2010.
The minutes were approved as a correct record.

2348.  Clerk's Report.
The clerk reported that the Parish Council's permission would be required in order that a letter could be written to a local resident requesting the restoration of a Lawn Cemetary grave area. The council voted to fully support the letter requesting action in the first instance.

2349.  Accounts for Inspection.
Accounts for the month of February 2010 were available to the meeting for inspection.

2350.  To review the Sports Ground Administration.
It had been resolved by members in the March 2010 meeting to bring the administration of the Sports Ground under the control of the Parish Council, subject to agreement with the Charity Commissioners. Because a reply has not yet been received, it was agreed by members that an order of procedure be established for members to consider at the May meeting.

2351.  Planning Applications.
No applications received.

2352.  Correspondence addressed to the Parish Council.
Letters received giving information on future events were read to the members, and referred to file where required.

2353.  Village Grass Cutting Contract.
A three year contract, starting 1st April 2010, to Mr K Shears was approved by members.

2354.  Matters to be raised by members for the next meeting.
No agenda items requested by members

Please note that no decision can lawfully be made under this item. LGA 1972 section 1210(b) states that business must be specified, therefore the council cannot lawfully raise these matters for a decision.

2355.  Risk Assessments.
It was confirmed by members that, where required, Risk Assessments had been made for the Sports Ground, Play Area, and Burial Ground.

2356.  Accounts for payment for March 2010 were approved by members for payment.
