MINUTES of the ANNUAL GENERAL MEETING of the GREAT YELDHAM PARISH COUNCIL The meeting was held in the Reading Room, Great Yeldham on Thursday 19th May 2011. Present were:  Mrs P Slimming (Chairman), Mrs I Harvey (Vice Chairman), Mrs M Broomfield, Mrs H Callaghan, Mrs L Cordell, Mrs J Faulkner, Mr S Hornsby, Mr B Sargeant. In attendance:  Mr R Liming, Clerk to the Parish Council. Before commencement of the meeting the Chairman read to members an email received from Mr P Rawlinson, requesting his name be put forward for the vacant position of Chairman. The Chairman then read a second email, received from three members, requesting a paper vote in place of the show of hands. 2473.  ELECTION OF CHAIRMAN The Clerk requested nominations for Chairman from members.  Councillor L Cordell proposed Mrs P Slimming.  Seconded by Councillor Mr B Sargeant; The Clerk then called for other nominations.  Councillor Mr S Hornsby proposed Mr P Rawlinson but failed to find a Seconder.  The proposal was withdrawn. The paper votes were then counted and resulted in a clear seven vote win for Mrs P Slimming who then accepted the chair. 2474.  ACCEPTANCE OF OFFICE Mrs P Slimming signed the Declaration of Acceptance to Office form. 2475.  ELECTION OF VICE CHAIRMAN Councillor Mrs P Slimming proposed Mrs I Harvey.  Seconded by Councillor Mr B Sargeant.  No other nominations.  Mrs I Harvey elected as Vice Chairman.. 2476.  ACCEPTANCE OF OFFICE Mrs I Harvey signed the Declaration of Acceptance of Office form. 2477.  ACCEPTANCE OF OFFICE FOR COUNCILLORS Councillors Cordell, Faulkner, Broomfield, Callaghan, Sargeant and Hornsby signed their Declaration of Acceptance of Office forms. 2478.  APOLOGIES FOR ABSENCE. Apologies received from Councillor Mr P Rawlinson. 2479.  DECLARATIONS OF INTEREST None received 2480.  TO APPOINT REPRESENTATIVES TO OUTSIDE BODIES Sports Ground Committee. All members of the Parish Council are appointed to this committee. Reading Room Committee. Councillors Mrs P Slimming, Mrs I Harvey, Mr P Rawlinson and Mr S Hornsby were appointed to this committee together with the District Councillor for the area of benefit. EDUCATION FOUNDATION Councillors Mrs J Faulkner, Mrs I Harvey and Mr S Hornsby were appointed to this committee. UNITED CHARITIES Councillors Mrs L Cordell, Mrs J Faulkner and Mrs H Callaghan were appointed to this committee. 2481.  THE CODE OF CONDUCT. Members signed their Register of Members Interests and returned them to the Clerk. 2482.  ADOPTION OF STANDING ORDERS Members voted to adopt the revised 2010 National Association of Local Councils Standing Orders. 2483.  ADOPTION OF FINANCIAL REGULATIONS Members voted to adopt the N.A.L.C. Financial Regulations. 2484.  DELEGATE AUTHORITY TO THE CLERK Members agreed that the Clerk could consult any three members to achieve a decision on planning matters.  Also to obtain signatures from any two signatories for urgent payment, when required. 2485.  TO AUTHORISE THREE SIGNATORIES FOR PARISH COUNCIL CHEQUES. Agreed by members. 2486.  URGENT REPAIRS TO SPORTS GROUND ACCESS ROAD. Members accepted a quotation of £425.00 for immediate work to commence.

To be in sequence these minute numbers should have 1000 added to them. Always quote month as well as number.
