| MINUTES of the MEETING of the GREAT YELDHAM PARISH COUNCIL
The meeting was held in the Reading Room, Great Yeldham on Thursday
7th July 2011.

Before the opening of the meeting the Chairman invited District Councillor Mrs I Parker to address the meeting. Councillor Parker gave updates on a number of local issues including the road flooding situation at Leather Lane, which is as yet, unresolved.

2503. DECLARATIONS OF INTEREST
Councillor Mrs I Harvey declared a Prejudicial Interest in Agenda item No 19, account for payment.
2504 PUBLIC PARTICIPATION SESSION
Mr J Oswald, a member of the Public, referred to agenda item No 12, Sports Access Road and matters relating. Mr Oswald questioned procedural matters used by the Parish Council when they refurbished the road, after becoming the legal owners. The Chairman explained the roadway had been given to the Parish Council by the previous owner, subject to the proviso that all legal fees were paid by the Parish Council. With the exception of Councillor Mrs P Slimming, who was required to leave the meeting by Councillor Mr J Cumaranatunge, acting Chairman, due to a prejudicial interest in the matter, members agreed unanimously at the December 2010 meeting, in the public interest, to obtain ownership of the roadway and effect immediate repairs.
2505 TO APPROVE THE MINUTES OF 3rd JUNE 2011.
The minutes were approved as a correct record.
2506 SPEED WATCH
Councillor Rawlinson referred to minute 2319 February 2010 in which members had agreed to the Parish Council paying £180 for training, together with one Village Hall hire cost. The meeting was informed that a training course had now been booked.
2507 TRAFFIC CONTROL IN THE HIGH STREET
Councillor Rawlinson proposed that he should investigate ways and means of improving the traffic flow through the Village. Members agreed that they would support him in any plausible project approved by the Parish Council.
2508 ENVIROMENT AND FOOTPATHS
Councillor Rawlinson expressed concern at the litter problem throughout the Village.
The Chairman proposed that the Scouts and Cub groups be requested to carry out a litter clean up operation. Seconded by Councillor Callaghan and approved by members.
2509 PLANNING APPLICATION TREATMENT
It was agreed by members that all future Planning Applications be downloaded by Sible Hedingham Parish Council at a cost of £15.00 per application, in order to obtain A3 drawings.
2510 VILLAGE MAGAZINE
Agenda item 10 transferred to September meeting.
2511 PLANNING APPLICATIONS
None received.
2512 ACCESS ROAD TO SPORTS GROUND
Councillor Mrs I Harvey informed the meeting that the Parish Council were now the registered owners of the road and that more information would be given when local residents had been informed of all details.
2513 WEB SITE
Members agreed to Mr J Beckett being the Web Site caretaker.
2514 READING ROOM TRUSTEE
Following the resignation of Councillor Harvey as a Trustee, Councillor Mrs Broomfield was elected as the new Trustee.
2515 TREE WARDEN
The Clerk, Mr Liming was appointed as Caretaker Tree Warden
2516 FETE COMMITTEE
Members approved a donation of £250.00 to the Fete Committee in support of the forthcoming event.
2517 ACCOUNTS FOR PAYMENT
Councillor Mrs I Harvey declared a prejudicial interest in one item of the list and retired from the meeting.
Accounts for payment were then approved by members.
2518 LAND TO THE REAR OF THE BUS SHELTER
A letter received from Mr D Osgood, North Road, Great Yeldham, requested the Parish Council to locate the owner of the land and then request that the area be given a more presentable appearance. The Clerk is to contact the land owner.
This item to be on September agenda.
2519 SPORTS GROUND ACCESS ROAD
In view of the special and confidential nature of the business about to be transacted, it is advisable in the public interest that the press and public be excluded and they are instructed to withdraw.
Councillor Mrs I Harvey then read a letter, to be posted to five residents adjacent to the access road, stating that the Parish Council now owned the roadway and had carried out emergency repairs. In future the residents may be called upon to make their contribution towards any repairs or maintenance, as in accordance with their Deed documents.
Members agreed the letter would now be posted to the five residents.
Members discussed the drawing provided, showing the Water Pipes and Soil pipe outlet pertaining to the Sports Ground, Pavilion and Scouts Hut.
It was agreed that the Council no longer had any interest in the ‘Pink’ land owned by
Mr & Mrs Slimming, and that our Deed of Access, granted in 1965 was no longer valid.
Members agreed to instruct the Council’s Lawyer to remove the ‘caution’ currently placed on the land.
